That makes sense. And the difference is the American constitution says the opposite (or more accurately, doesn’t have any exceptions). We’ve had elections during every war and conflict that coincided with an election. Lincoln was reelected during the Civil war.
In reality it’s more like:
Ukraine: “Elections are impossible in the middle of our country being invaded and a good third of it being in enemy hands.”
US: “Imma invade you, bitch. Then Greenland is next. Or Mexico, I don’t fucking know.”
Everybody else: “No, America, sweetie…”
